Ticket for lady in car shocking

I WAS sent a News & Star by a friend and I was absolutely shocked and horrified at one article in it about an elderly woman who was given a ticket while sitting in her parked car.

This, in my opinion, is quite disgraceful that such a thing could happen, after all the lady in the car could have died or been very ill.
It appears to me that the ticket was stuck on her car by a programmed zombie and not a real person.
I think that the person who did this should be sacked from the duties of traffic warden.
I am sure local people will feel even more annoyed than I am but to me as an outsider it is quite unforgivable.
